PC won't turn on after power cut...?

My PC (normal PC, not laptop) is not turning on after power cut. The "front power button first, then the back power button" trick is not working either. LEDs on the mother board are on, so guess PSU is working?

What should I do?

    Google PSU trouble shooting...it can be done with a paperclip a case fan and a few minutes of your time.

    Just because those LEDs are getting power doesn't mean the control power circuitry of your PSU is working.

    it needs a technician to detect the PSU.  and, you need to buy and use a UPS for the future [Uninterruptible Power supply, not delivery service.  A UPS includes surge protection.]
