Found an itchy spot on my inner ankle about a week ago. Started as red bumps. Now the whole area is red with blisters that ooze. What is it?

Because it's in that perfect circle, it's probably ring worm.
Have you been in contact with some kittens or puppies. That is the unusual source of ring worm transmission.
it's very common.
You can get over the counter ring worm treatment.

It looks like poison ivy. Poison ivy can spread in a ring like that from itching it. Poison ivy is caused by an oil on the leaf. When you scratch it it spreads the oil.

It could also indicate Lyme Disease. You need to get it checked. NB: if you shine a UV light on ringworm it will fluoresce.

Honestly, that looks like ringworm, which is a fungal infection. It could also be something like poison ivy or poison oak. I'd encourage you to see a doctor or go to an Urgent Care clinic. Topical treatment will probably be enough to take care of this, but the treatment for ringworm is different from that for contact dermatitis, so you want a diagnosis.
