The probability of getting a double is 1/6. So the probability of not getting a double is 5/6.

First die sets the number. Any number. Second die then gives you the double. If it is the same as the first then you got the doubles. So lets say the first die hits a five. With the second die you have one out of six chances of hitting the five also. So you have five chances of not hitting the five. So the odds are five to one against getting the double.
