Taking classes and getting loads of exposure.

Watch movies in the language with good subtitles in your native one. Read books with the help of a good dictionary. Pick material of the right difficulty so you won't have to look up dozens of words per page. Pick material you find funny or interesting, so it won't feel like a chore.

Once advanced, you can listen to spoken radio or spoken books, and hang out with fluent speakers
