I caught my brother sleeping at work. I reported him and now he won't speak to me. What could I done differently ?

I am a shift supervisor for Allied Universal.  I did a site inspection and that is when found him sleeping. I thinks I should of have him a break or pass because it was just me.  He should be could understand if I reported him of their were other people around like co workers another supervisor or even a camera.  He is upset because he is now on suspension without pay for 30 days.

My youngest brother once worked for me at a site that I supervised. If I had caught him sleeping I would have given him a stern verbal warning on the first occasion.
