    The second is fine. The first is not because it is awkward because blue is not the statue, but the statue is blue.

    The first one is not correct. The second one is perfect.

    The second "Why is this statue blue?" is more natural, and the one you're likely to encounter.

    The first is not correct in English.  thing before condition applying to the thing, in the question form.
