Appropriating ANY trademarked or copyrighted material requires obtaining the permission of the legal owner first. But you already knew that because you've asked this exact same question at least ten dozen times.

Yes, once you pay for the use of a stock image, you will receive a copy without a watermark.  The watermark is there simply to prevent or discourage illegal use of the images.

If the photos are copyrighted its against the law. If they are not, then its just a mark. but do your research

Yes - if that is the requirement provided by the person who captured/owns the photos. The fee to remove the watermark signifies the person who captured/owns the photos is providing permission to the person who paid the fee that it is OK to use the photos (without the watermark).
