Why would a guy make it obvious that he's staring at you?

Like he wasn't even trying to hide it, I turned around and he was just staring at me with that soft look in his eye (not a creepy way tho). I know he was looking at me because there was literally no one else behind me, just the fridge (this is at work haha). But don't boys usually look away, or does he WANT me to know that he was staring? When I like a guy, I try to look at them secretly you know?
