An i go to any social security office to get a replacement ss card or do I have to go to the city and state that I was born in?⁰?

Social Security is not a state program. So yes, you can go to any SS office to get a replacement card.

You can get it from any of them that are open. Some might be closed because of COVID. But it doesn't have to be where you were born.

Social Security is FEDERAL. That means you can go into any SS office in any state. Your info is in their computers.
You cannot go into any social security office without an appointment at this time because of covid. Only management is in the offices; the employees who deal with the public are working from their homes.
You can apply for a replacement card online at ssa.gov. Even if you make an appointment and go into the office you won't get your replacement card at that time - cards are mailed out from a central location. Takes about 10 to 14 days depending upon mailing time.
