It's to make sure you lose enough money that you quit parking in Handicapped spots or in front of fire hydrants!

Bring that up at your next city council meeting. Could be that your city parking department doesn't care about the 4th amendment of the US Constitution, if you're in the USA. Sounds like an unreasonable seizure of property they've loop-holed an ordinance to allow. Towing and storage is one of the most mercenary businesses there is. I won't do business in places like that. Online shopping got a terrific boost over brick-and-mortar business, and people will lose jobs.
