Why pension funds act if they own all the money inside ?

Government permission is required for withdrawal .

    Because they are in charge of that money. The government has "oversight" of those funds but does not require permission to withdraw and deposit money from the fund.

    Thats how it is, same with the banks, they want to hold on to your money for longer
