Should we just give the cash to recently arrived visitors in dinghys, boats, shipping containers when they alight at Dover.
It'd be cheaper, more effective and still benefit rafts of foreigners thus keeping the UK a major donor of aid but which can only be spent here.
It's a win - win situation. Like genius, actually.
I commend this statement to the House.

It will be as the Chancellor has confirmed that the law will be changed to accommodate the plans. I was most surprised to hear that there was a law in place dictating how much we should give in the first place.

It is a target/intention not a legal obligation.

It is going to be cut to 0.5% but the target remain at 0.7%.
There is no legal requirement to meet this target.
