    You are almost there. It needs to say:

    Why does she not wash her clothes.

    Alternatively, you could say:

    Why doesn't she wash her clothes.

    Only when the (rethorical) question is followed by the answer

    Not quite. "Why does she not wash her clothes." Your way sound like you're going to give an explanation as to why she does not wash her clothes.

    When using the contraction of does not [doesn't] you should say " Why doesn't she wash her clothes".
