OK I'm hacked perp got my IP addy from wifi connection?
My ip cannot be changed by me cause its set to NO in CMD and many more issues, is there anybody that can help me?

Good News! You don't know what you're talking about -- which means you're ok.
As 'Michael M' mentioned, that range of IP addresses your router gave you an IP out of is the SAME RANGE everyone else's router uses, too. They're called 'Private IPv4 addresses' -- feel free to google that.
Oh, and get a better listing by using the command: ipconfig /all

The IP address provided through IP Config is a local IP address and no one can use it to hack your device. It doesn't matter if people know it or not. Usually restarting your router will give you a new IP address.
