In the U.S., what law(s) give citizens a right to police protection?

This recently came up as a result of a horrible knife attack.  12 policemen watched as the victim was stabbed repeatedly over several minutes.  They only intervened after he miraculously managed to disarm his attacker by which time he was almost dead.  He sued the police and lost.  Not because he had a bad case, he had an excellent case.  It was because there is no law that says that people are entitled to police protection.
