Is it possible to genetically engineer a jigglypuff?

Would it be possible to create a jigglypuff with genetic engineering which did not necessarily sing it's song nor could it have any of its abilities just looked like a jigglypuff with maybe some of jigglypuffs capabilities like vocalization, problem solving and understanding language.

It's a Pokemon, so it doesnt exist. Maybe the closest thing could be a living pink blob.
