Which of China's policies have failed? 2000 to present. Why did they fail? ?

    I think it is fair to say that a lot of state firms or firms well connected to the state have non-performing loans. They take on more and more debt with no realistic prospect of paying it back. 

    Why?, Because of the lack of rule of law these firms cannot be forced in bankruptcy and get the "creative destruction" of capitalism.
