Did 19th century Germans eat nutmeg?

They did. German regional cooking is traditionally not very spicy, but they liked marjoram, nutmeg, and white pepper.

Yes. Actually I am aware of a collection of recipes from 1790 which includes a recipe for Frikadellen and one of the spices used is nutmeg. Nutmeg and Mace are both popular in German cooking.
