No practical reason to do that other than to make it difficult for the Biden administration to provide much needed relief to citizens. Making it clear that the Trump administration and Republicans at large care nothing about the country or its citizens, only about team-based identity.

please cite both source and why you think a permitted use, under the law passed by Congress, of these funds is improper.  I think you just want Biden to be able to redirect the money to leftist causes
