Doesn't the fact that Trump voters voted by mail and again in person like he told them to mean he only got 37 million actual legal votes?

He actually lost by 43 million votes.

    No.  If someone votes by mail and again in person, only one of the votes (or neither of them) is counted.  They are not both counted.

    In my precinct its not possible to vote more than once. the scanner will reject the 2nd vote. Must suck like 3rd world where you live.
