What is the difference between a Veteran Cemetery and a Military Cemetery?

I have a heard that a Veteran Cemetery is just another Military Cemetery. Is that true?

A veteran's Cemetery is under the control and authority of The VA system.   Arlington is a military cemetery under the control of the Army.    There are a number of old military cemeteries that are still around that do not take new burials,  some associated with various bases,  some with national parks.
