Why do preachers tell their congratulations to ask God if it's OK to purchase something?
Are they hoping that God will say no?
It's supposed to say "congregations ".

I've never heard even so much as one preacher say such a thing. That's in two decades of hearing preachers.

Congregations, right? Not congratulations. If the pastor wants to buy a private jet (like Creflo Dollar/ Benny Hinn types), essentially it seems he's running it past the congregation, because he is using their money to make that purchase.... even if it is more about self-elevation, rather than being "for the church". There are plenty of institutions of man out there, but God dwells NOT in temples made by human hands. A church of man, may not be a church of God, and anyone can attend these institutions and not be among the regenerated.
