Is citibank credit cards best for someone who might want to continue to college, have possibly no credit score but want to build one?

Talk to a bank or credit union (<preferred) about a secured credit card [pledging $1,000 is very good] then use it wisely and your credit will build.

Not at all. You would not be approved. Discover secured would be best.

The question is whether they will approve you for one. Whether or not you go to college doesn't really matter. Whether you have a credit score will matter a lot, since Citibank won't know whether you reliably pay your debts. The most important things are whether you are at least 18 years of age, and whether you have a steady job with a decent income. Without being at least 18 and having a steady job, your application won't even be considered. Also, if you're still in high school, you are highly unlikely to be approved unless a parent or adult guardian with a good credit score applies along with you.
