False, just because black-and-white statements like this, with qualifiers like 'always', are usually too simplistic. I'm sure that there are cases where it wouldn't be to a person's best interest - Such as if they were vulnerable or not ready for whatever reason.

I do think it's best in most cases to be independent as quickly as possible, though.
