In the USA, does tax law consider money sent to televangelists as being a charitable donation? If so, does that mean the gov't loses twice?

Yes, and the ministers have fleets of jets, million dollar homes, average salary $2 million, high pay to all of their family members, ALL tax free. A good racket if you can get it.

Religious donations are tax deductible so long as the donation is to a church (not an individual) and the church operates solely for religious and educational purposes.
