Person 1: I hate you. Person 2: "I hate myself too." Or "I hate me too." Which one should Person 2 say?

I hate myself too would be more grammatically correct, but I hate me too would give a better banter in conversation.

You can't say "I hate me." YOU hate YOURself, so: "I hate myself."

"myself", "himself", "herself", etc. are used when the reference is to the subject of the sentence. So "I hate myself" would be grammatically correct.
