According to internet sources Pennsylvania has the better air quality of the two.

But so much depends on where you are in the state! There are some major metro areas in Pennsylvania and also some very remote (primitive) areas.

Where in Florida and where in Pennsylvania?  The air quality in Sullivan County, Pennsylvania, is better than that in Jacksonville Florida and the air quality in Key Largo Florida is much better than that in Pittsburgh.
