If you tell someone you’re not allowed to date and they keep saying “don’t tell your parents” what would you say?

One option is lay it out: "I'm not going to lie to my parents or sneak around behind their back. You're obnoxious to suggest it. Don't mention it again." 

One option is side step it: "You can't possibly have meant that the way it sounded."

And of course there is the option of agreeing to deceive your parents.

I wouldn't respond. This person is encouraging you to go against your parents wishes, so no. They are not your friend and you can't trust them.
