You'll need to purchase GTA V order to get access to GTA Online, since GTA V has nearly all the assets stored locally for GTA Online.

For Consoles, you can get the base game (GTA V) for $10 - $20 & the "Criminal Enterprises" pack (w/ GTA V) for $30.

For PC, the base game is currently $30 w/ the "Criminal Enterprises" pack (w/ GTA V) for ~$35.

I will note that the "Criminal Enterprises" pack by itself runs $10.

It's important to note that GTA Online does NOT support cross-platform multiplayer, so bear this in mind when selecting the console version.  PC versions (Rockstar, Steam & Epic Games Store) all run on the same servers.
