if a founder of a business and multiple people own a business do all of those people need to have a business license?

In WA, a business license is required for the entity, not the people within it. One business license is good for an entire enterprise, though local jurisdictions may require special licenses in addition to, or even require licenses for geographical operations, such as in each city.

The business is licensed, not the people themselves. If we are talking about the people getting licenses to do business (like this is a real estate agency) then each person who does certain work would need their own license, but this doesn't seem to be the question.

Only the business needs a license. Founders & co founders, aunts & uncles do not.
