Does cataracts cloudiness clear when blinking?

The cloudiness from cataracts doesn't clear at all due to blinking. Blinking helps moisturise and clean the eye of other impurities, hence vision may still improve temporarily with a blink or two.

-- No, you need cataract surgery to have the INSIDE of the eye lens cleaned (with a vacum) and a lens inserted inside.
