Plastic polish takes care of most scratches, and removes dirt, grime, and cig smoke residue as well. CD cases come out looking as good as new. I use it on old CD cases and on lift locks.

Scratched plastic can be buffed. It's a laborious project that involves using multiple grits of emery cloth, rubbing compound and polishing compound. You can buy "headlight restoration kits" with all the necessary components for anywhere between $5 - $25. These are designed to buff out plastic headlight lenses and make them clear. Or......you can buy new jewel cases for about $0.50 each.

Don't waste your time.
Scratches on the case don't affect the disc and should not matter,
but if you Just Can't live With it, replace it.
New jewel cases are cheap.
Square Deal Records in San Luis Obispo, CA is a good source.
