Why are 720p and 1080p television sets still being made and sold ??

I got a new 720p 32" TV from Lidl and it has really good picture quality!

Because the panels are cheap and often small (most 720p TVs are under 32" these days) and most TV broadcasts are in 720p or 1080i anyway.

Because some people still watch DVDs and blu-rays, hence the 720 and 1080

With the typical viewing distance on small TV's the human eye is not capable of seeing the difference between 1080p and 4k. As such for people who don't want big TV's it's fine for them.

Little content in 4K online.
No off air channels are 4K
Majority of people can't see enough difference.

Because they're cheap, there are little to no options for 4K TV broadcasts to make use of a 4K TV, and for most purposes a 4K TV is really not necessary. I think they should bring back CRT TVs because they had such superior color and image quality. I've never been impressed with HD TVs.
