My neirboors shed is on fire but they are at Walmart and my phone service is down. what should i do ?

You can find someone who has phone or maybe radio service and ask them to ring the fire brigade. In some places the fire department also maintains "call boxes" on street corners and you simply pull the handle to trigger the alarm.  You can also go make a video of the event, and post it online later when you get phone service.  Just make sure you hold the camera in landscape mode and not profile mode, like some idiots do.
