    The world's oldest known joke is “Something which has never occurred since time immemorial; a young woman did not fart in her husband’s lap.” and dates back nearly 4000 years to the ancient Sumerians. 

    We can assume that humans always had the ability to make jokes and laugh. The question is, in which early hominid did human evolve, which is common in many primates, so it probably predates that.

    Good question. There used to be satires in ancient Rome but probably goes back to the Greeks and Persians too. So a mixture of ancient civilisations.
