The US has a very big and very powerful military and has a lot of allies around the world and a lot of countries rely on the US for their protection.

Bases are positioned in areas of possible danger against US interests and the joint countries protection of the country where an enemy may attack. In many places, the military of both countries even eat and train together.
It's a major part of readiness. Diplomacy with the countries makes it possible.
As part of the "contract" between the nations, the US hires locals to perform services and provide goods in support or our force members.
