What does license plate sticker renewal pay for?
Tax on gasoline pays for road construction, so it’s not that.

Shows you renewed your car insurance. In the old days, it was the metal plate replacement which would be a new number and a new color. You don't get the plate unless the insurance is paid for. Keeping the plate for 5 years and just changing the sticker color& number...is cheaper.(they can build a car with that metal)

There's always maintenance, staff, buildings, insurance, payroll, equipment, supplies. & other costs. And, no, your gasoline tax doesn't pay for that. The legislature took that a long time ago. It's complicated.

The state's department of motor vehicles gets the money as part of it's budget.

It is just a source of revenue for the government. And it keeps the registration up dated. And of course it gives the police an excuse to stop some drivers.
