Why do some IT jobs require driving licence. What happened to the willing to relocate option?

Because you may have to do work on-site at a variety of clients' workplaces.

Because they do. Maybe they will require you to drive to different offices? If a driver's license is required, then I would assume the position involves some driving.

Willing to relocate...There are enough people in most locations.

Driving license - even within one city, there may be several office locations that are not within walking distance.
