Why is my PC monitor going static?

I will be on my PC, and at random times my screen goes static and weird. I've turned it on and off, adjusted some cables and still no luck. Any idea on why its doing this and how to fix it?

That's the sort of thing that happens to a monitor that is also a tv when the tv isn't tuned to a channel.
