when islam says dogs are dirty , does it order muslims to avoid them ?

The dog saliva cause religious purity of our bodies to become nullify, that is why all Muslims avoid to contact with its saliva. Islam also forbid commit cruelty to animals and would be sentenced of criminal action.

I do not know of anywhere in the Quran that says anything negative about dogs. There is, however, a passage, that speaks positively about dogs. The Quran refers to the pious Jewish people who took shelter in the cave because the Romans were going to execute them. God says: Referring to the people he sent angels to look after the pious people and that their dogs were with them. [God would not be sending angels where dogs are if Islam did not approve of dogs.]
If someone has told you or you have read that Islam hates dogs, it is false and made up by fake scholars who have no understanding of the Quran. The Quran is Complete and Final. There is nothing superior to the Quran, anything that contradicts the Quran should not be paid any attention to. Those are the people who give Islam a bad name and preach hatred.
As for the youth, who attacked or killed the dog, he should be questioned and arrested, if convicted should pay a fine and sent to a Juvenile facility for cruelty to animals. He should also be forced to volunteer to spend time taking care of sick dogs for six months under watchful eyes. That ought to teach him.
