No yet re-interfacing a gadget may take a couple of seconds of time. 
It doesn't hurt anything leaving BT on and associated.

No but re-connecting a device may take a few moments of time.
It doesn't hurt anything leaving BT on and connected.
It actively does draw power on battery devices, but hardly significant.
My keyboard is BT and been on well over a year on original batteries, never gets shut off.

If you don't actively need to use it, I would keep it off. It can have an effect on battery life.
