in the state of arizona, is bowfishing regulated as just...fishing? ?
could i go out to the late with my bow, a fishing license, and shoot fish?

It is legal to bowfish for carp, buffalo fish, tilapia, goldfish, or shad in Arizona.

The short answer is yes - it is considered fishing, and is governed by fishing regulations.
The longer answer is that there are a lot of rules in Arizona governing what you can bowfish for in different locations. The regulations are pretty easy to follow in this regard.
