You mean literal dogs that bark are you talking about people?

You can take an isolated incident committed by a wayward youth and monger your hate. Quran clearly speaks very positively about the pious Jewish people, sheltering in cave and notes that their dogs and angels were with them [protecting them]. Dogs have a respected status in Islam. Educate yourself, if you want to understand a religion.
