Why can’t any of the millions of soldiers in DC be sent to Portland to stop the rag tag violent looters and racist rioters ?

Those "people" in Portland are anti-fa. They are therefore, protestors or demonstrators, not looters or rioters.

They don't need even HUNDREDS of guardsmen -- just a handful of skilled snipers, or even contractors.  Drop a few would-be arsonists in the street and watch how quickly THAT type of rioting stops.  Of course, you also have to consider the fact that 90 percent of the arsonists arrested in Portland were also White.
