How to tell the difference between someone acting retarded and someone actually retarded?

What about mental retardation?

    Quit using the term "mental retardation". That phrase was removed from medical nomenclature over a decade ago. Donald Trump isn't intellectually disabled, he's mentally ILL. Intellectual disabilities are something that people are BORN WITH. They don't acquire them from anywhere. Mental illness, on the other hand, is something that is usually transient in nature and can be treated, managed, or even cured. And the person you show here, the one on the right, looks like he has some physical disabilities in addition to an intellectual one.

    The other way to tell the difference between mental illness and intellectual disability is that ID's are permanent, and require lifelong care and support. People can recover from mental illnesses such as depression and go on to lead normal lives. That's not true for the former situation.
