How do stores like Neiman Marcus get clothes on clearance? Are they on consignment? Can any seller talk to brands and get clothes from them?

    No, they aren't on consignment. They are either left over from previous seasons, from store closures, or bought for a secondary market. (many makers make a second line of clothes just for outlets and such). You would have to establish a retailer account, get licensed and but in bulk to try and purchase like this

    The clothes are bought new usually from foreign countries like China with the intent of selling them as clearance prices. Only some of the clothes mixed in are left over from a season and things that didn't sell. They are purchased in bulk numbers so I doubt you could buy from the manufacturer unless you want a thousand of one shirt.
