The fleshy part of my right hand thumb has a sort of a burning sensation - coloured in Red.?

Mobility, strength and feeling is normal. Sometimes a tingling feeling can be felt (depending on the position of the hand). 

What could it be?

No, I am not diabetic and nothing on my toes.

No way of telling from here.  If you have a similar sensation in your toes, you might have diabetic neuropathy.
