My parents are slaves to my sister. Is this bad parenting?

She has disabilities but they are slaves to her orders and she can be very abusive. She is an adult.

My mother gives her whatever she demands to avoid conflict.

Not bad parenting per se, but it might be enabling behavior.  However, since you don't state what disability your sister actually has, its difficult to say what she is able to do for herself.  You sound bitter btw...it really isn't something you can do anything about.  Let it go.  If you are an adult yourself, move on and let your parents deal with this on their own.
