Does anyone have advice on what to do ?

Should I do cardio before I try and gain muscle and grow my glutes I have a lot of stomach fat I’m tryna get rid of and also wanna work on other parts of my body but I don’t know where to start I don’t want to lose the fat on my legs just my stomach and gain *** and hips
