The Salem-Hope Creek Nuclear Generating Station complex on an Artificial Island in Delaware Bay. Another one is Limerick Generating Station in Limerick Township. On a clear day you can see Limerick's cooling towers from the observation deck of One Liberty Place.

Probably because Philadelphia is a large city, in which there is a large demand for electricity.

The nearest one might be at Lower Alloways Creek, New Jersey (about 50 miles by car, a little closer as the crow flies).
